<p>In New York state, where 385,000 government retirees receive pensions, the average annual pension is about $19,000.</p>
<p>In North Carolina, the average pension is $22,000 per year.</p>
<p>According to the nonprofit National Public Pension Coalition, 30 percent of public employees do not receive Social Security benefits.</p>
<p>Bloomberg reported Wednesday that one in every 125 retired federal civilian workers receives more than $100,000 in annual benefits.</p>
<p>CA gov Brown said&#8230;&#8221;As for pensions, I have put forth my 12-point proposal. Examine it. Improve it. But please take up the issue and do something real. I am committed to pension reform because I believe there is a real problem. Three times as many people are retiring as are entering the workforce. That arithmetic doesn&#8217;t add up. In addition, benefits, contributions and the age of retirement all have to balance. I don&#8217;t believe they do today.&#8221;</p>

<p>That jump caught OPM off guard, since retirement applications usually spike around January. OPM Director John Berry told Congress last month that the uptick in retirements — which he said was likely caused by cash-strapped agencies offering buyouts and taking other steps to cut their workforces — is increasing pressure on the agency to process more pension claims.</p>

<td>The IRS announced changes in cost-of-living adjustments that will affect how much you can contribute to your 457 or spouse&#8217;sretirement plans next year.</p>
<p>A summary follows of the changes impacting retirement contributions for the 2012 tax year, per the IRS:</p>
<p>• Employee contribution limits for 457 and 401(k), 403(b) plans, and the federal government&#8217;s Thrift Savings Plan increased from $16,500 in 2011 to $17,000.</p>
<p>• The Age 50 Catch-up contributions for taxpayers of age 50 or better remain the same at $5,500.</p>
<p>• The Special 3 year catch up for 457(b) deferred compensation plans will go to $34,000 from $33,000. The Special 3 year catch up provision is a great way to defer taxes by contributing unused vacation pay or sick leave that has accrued.</p>
<p>• IRA contribution limits of $5,000 (plus $1,000 catch-up contributions for those 50 and older) remain unchanged from 2011.</p>
<p>• For singles and heads of household who are covered by a workplace retirement plan and also contribute to a traditional IRA, the deduction is phased out for those with an adjusted gross income, or AGI, of between $58,000 and $68,000, up from $56,000 and $66,000 in 2011.</p>
<p>• For married couples filing jointly in which a spouse is covered by an employer plan and contributes to an IRA, the income phase-out range is $92,000 to $112,000, up from $90,000 to $110,000 in 2011.</p>
<p>• For a married-filing-jointly partner who is not covered by an employer plan (but whose spouse is), the deduction is phased out for an AGI of $173,000 to $183,000, up from $169,000 to $179,000.</p>
<p>•  Roth IRA income phase-out ranges increased. Singles and heads of household can make a full Roth contribution if their AGI is less than $110,000; their contribution will be limited if they make up to $125,000. Those with incomes higher than $125,000 can&#8217;t make a Roth contribution. In 2011, the income phase-out range was $107,000 to $122,000.</p>
<p>• For married couples filing jointly, the Roth IRA income phase-out range in 2012 is $173,000 to $183,000, up from $169,000 to $179,000 in 2011. For married individuals covered by a workplace plan and filing separate returns, the phase-out range stays the same at $0 to $10,000.</p>
<p>• The AGI limit for those who qualify for the saver&#8217;s credit is $57,500 for married couples filing jointly; $43,125 for heads of household and $28,750 for single and married taxpayers filing separately. These represent increases of $1,000, $750 and $500, respectively, from 2011.</td>

			<content:encoded><![CDATA[<p>For years, OPM has sent new retirees annuity checks that were often a fraction of what they should have received, causing tens of thousands of retirees serious financial hardship for six months or more while the agency calculated the correct pensions. But Ken Zawodny, OPM&#8217;s associate director of retirement services, said in an interview that OPM in June began using the initial pension estimates from retirees&#8217; employing agencies to determine their interim annuities.</p>
<p>Because of that switch, 95 percent of new retirees are now receiving, on average, 90 percent of what they are owed, Zawodny said.</p>
<p>&#8220;I think we&#8217;re getting closer&#8221; to solving the problem, he said. &#8220;We continue to reach out to the agencies and work with them to refine the calculations that they&#8217;re performing and ensuring that all agencies large and small are using best practices.&#8221;</p>
<p>But the National Association of Letter Carriers, a vocal critic of OPM&#8217;s inability to fix the interim annuity problem, doubts OPM&#8217;s latest claims of success.</p>
<p>Ernie Kirkland, the union&#8217;s director of retired members, said one member retired Oct. 1 and is getting one-third of what he is owed.</p>
<p>&#8220;They&#8217;re nowhere near 90 percent, from what we&#8217;re seeing,&#8221; Kirkland said.</p>
<p>Dave Snell, retirement benefits director for the National Active and Retired Federal Employees Association, said his organization has seen complaints drop off.</p>
<p>&#8220;Overall, my feeling is that we&#8217;re getting fewer complaints — but we&#8217;re still getting them,&#8221; Snell said.</p>

<p>Her anxiety is widespread. In a recent Gallup poll, 66 percent of Americans ranked not having enough money for retirement as their top financial concern. That was up from 53 percent a decade ago and raised a red flag for U.S. policymakers concerned about distress and downward mobility in the middle class.</p>
<p>As the first members of the post World War Two baby boom generation turned 65 this year, the United States stood on the doorstep of what many experts see as a looming retirement crisis.</p>
